§ 6. Organization.

The Commission and the Board shall organize themselves, adopt rules of organizational procedure, elect a chairman and vice chairman for terms of one (1) year, and appoint a secretary who may be an employee of the County. The Commission and the Board shall keep public records of their resolutions, findings, determinations and orders.
