§ 40-28. Compliance with article prerequisite to occupation or use of premises.

It shall be unlawful for any owner, tenant, trespasser or other person to use or occupy any premises within the city for residential or business purposes or other purposes of human occupancy unless all of the requirements of this article are strictly complied with.
