§ 2-54. When motion or resolution in possession of city council; withdrawal of motion.

After a motion or resolution is stated by the presiding officer, it shall be deemed to be in possession of the city council, but such may be withdrawn by the councilmember making such motion or resolution at any time before amendment or decision.
