§ 10-163. Required; exceptions.

  • No person shall solicit contributions within the city for any person or charitable purpose unless the person for whose benefit the solicitation is conducted is registered with the municipal clerk and a permit for such solicitation has been issued by the municipal clerk; provided, however, that the provisions of this section shall not apply:

    (1)

    To any solicitation made by and on behalf of a person or charitable purpose if conducted by members or officers thereof voluntarily and without remuneration for such solicitation, among the established and bona fide membership thereof or the normal constituency or supporters thereof; or

    (2)

    If the solicitation is in the form of collections or contributions of regular assembly or services of such person or charitable purpose.
